On August 1, reporters learned from the Ministry of Water Resources that the ministry recently formulated and issued the "Three-Year Action Plan for Enhancing Water Intake and Use Monitoring and Measurement Capacity," deploying a nationwide three-year action plan to enhance water intake and use monitoring and metering capacity (2025 to 2027).
In recent years, the Ministry of Water Resources has accelerated the construction of the water intake monitoring and metering system at water intakes, achieving certain results. To date, it has obtained over 2.4 million water intake measurement archives, connected to more than 285,000 online metering points, and achieved a 98% online metering rate for water intake above designated size. This three-year action mainly builds on the "Overall Work Plan for the Construction of the National Water Resources Monitoring System (2024–2027)," further refining and solidifying task content, work progress, and phased goals, promoting the establishment of a monitoring and metering system covering the entire process of water intake and usage data monitoring, sensing, collection, processing, and shared application.
The plan requires adhering to problem-oriented, goal-oriented, and effect-oriented approaches, ensuring effective implementation. The related measures mainly include five aspects: First, accelerating the construction of water intake and metering facilities. Second, accelerate the promotion of "electricity for water conversion" in agricultural irrigation machine wells. Third, improve and perfect electronic archives for water intake and metering, ensuring all necessary construction, complete information, and dynamic updates. Fourth, focus on improving the quality of water intake measurement data. Fifth, strengthen the integration and application of metrology data. (Reporter Wei Hongyi)
